Kenny Burgos is the inaugural CEO of the New York Apartment Association, representing a diverse network of housing providers who own and manage hundreds of thousands of rent-stabilized homes across the New York City region. Under his leadership, NYAA works to strengthen the city’s rental housing system by improving government operations, advocating for fair and functional regulations, and advancing better housing policy statewide. Before joining NYAA, Kenny served in the New York State Assembly, where he led major housing initiatives, including reforming rent-stabilization laws to encourage the renovation of long-vacant apartments and expanding housing tax credits for families in need. He previously worked in the New York City Council, shaping budgets that invested in affordable housing and supported renters facing hardship. Born and raised in the Bronx, Kenny understands firsthand the challenges facing both renters and small housing providers. His family ran a small business, giving him a deep appreciation for the economic pressures shaping local communities. A graduate of the Bronx High School of Science and the University at Albany, he brings both policy expertise and a lifelong commitment to public service. As CEO of NYAA, Kenny is focused on rebuilding New York’s housing ecosystem, including bringing thousands of long-vacant stabilized units back online, expanding and improving rental vouchers, reforming the city’s inequitable property tax system, tackling rising insurance costs, and advancing programs that stabilize tenants and prevent eviction. He lives in the Bronx with his wife, son, and two dogs.

Rev. Reginald Lee Bachus is the Senior Pastor of Mount Ollie Baptist Church in Brooklyn, New York, where he serves as a preacher, teacher, community leader, and advocate for faith-rooted transformation. His work sits at the intersection of faith, law, leadership, real estate, economic development, and community empowerment. A graduate of Prairie View A&M University, Yale Divinity School, and Hofstra Law School, Rev. Bachus brings a unique blend of theological training, legal education, strategic insight, and pastoral experience to his work with people and institutions. His real estate and community development background includes service as the former CEO of the Abyssinian Development Corporation, advancing work rooted in housing, neighborhood revitalization, institutional stewardship, and economic opportunity. Through his strategic advisory and leadership, Rev. Bachus is committed to helping people and institutions recognize what is already in their hands, steward their assets wisely, and move forward with vision, discipline, and integrity.

Steve Rosenberg founded Greystone over three decades ago to provide a unique solution to restructuring distressed real estate assets. From its modest beginnings in the back of a friend’s music store in Atlanta, Greystone has since grown into a mature commercial real estate finance firm with a national reputation as a lender, advisor, and top-ranked Fannie Mae, Freddie Mac, and Federal Housing Administration (FHA) partner. Mr. Rosenberg has focused on pursuing strategic opportunities to further Greystone’s growth, particularly across the affordable housing sector. He has expanded the firm to provide a robust suite of holistic debt and equity solutions, asset management and loan servicing, property management, and most recently led the formation of a strategic joint venture with Cushman & Wakefield in 2021 to expand access for clients to investment sales and advisory services. In 2014, Mr. Rosenberg launched Harmony Housing, a nonprofit organization that focuses on acquiring and preserving affordable housing to serve low- and moderate-income families and the elderly, which housing projects are managed by Greystone. In 2021, AbleHearts, a nonprofit organization serving the skilled nursing and healthcare sector was launched in a similar vein. Mr. Rosenberg’s approach to business is rooted in philanthropy, which has enabled Greystone to maintain a committed position as a highly charitable organization. Mr. Rosenberg established The Murray & Sydell Rosenberg Foundation in his parents’ names as a nonprofit foundation to reduce suffering and provide aid to humanitarian causes worldwide. Prior to Greystone’s founding in 1988, Mr. Rosenberg worked in CRE finance at Dean Witter Reynolds. He earned a concurrent M.B.A. from the Wharton School and D.M.D. degree from the University of Pennsylvania School of Dentistry.

Mark Levine has been at the forefront of advancing more affordable, equitable, and healthy communities for nearly 25 years. He began his career as a bilingual math and science teacher in the South Bronx and went on to found Neighborhood Trust Federal Credit Union, which has since provided more than $100 million in loans to families and small businesses across Northern Manhattan and the South Bronx. Mark served for eight years on the New York City Council, including as Chair of the Committee on Parks, Chair of the Jewish Caucus, and Chair of the Committee on Health. In the latter role, he brought a science-based, data-driven approach to helping lead New York City through the worst public health crisis in a century. During his tenure, he authored and passed landmark tenant protections, including the nation’s first Right to Counsel law, guaranteeing legal representation to tenants facing eviction who cannot afford an attorney. In 2022, Mark was elected Manhattan Borough President, where he focused on confronting the city’s affordability crisis. He identified opportunities to deliver tens of thousands of new housing units, advanced policies to expand affordable housing, and strengthened protections to help tenants remain in their homes. As Borough President, he also launched initiatives to plant one million additional trees, deploy millions of dollars in low-interest loans for small businesses, improve the city’s mental health system, enhance street safety and mobility, and strengthen New York City’s preparedness for climate change. Mark was elected New York City Comptroller in November 2025 and assumed office on January 1, 2026. Outside of work, Mark spends time with his family and enjoys studying languages. He speaks Spanish and Hebrew fluently and is currently studying Greek and French. He holds a B.A. in physics from Haverford College and a master’s degree in public policy from Harvard University’s Kennedy School.
